Hickey [00:07:33] Thank you, Mr. President. Members, we have a new member who’s been elected to the Senate to serve in Senate District 7, Mr. Colby Fulfer. With the proximity of the election being so close to the start of this fiscal session, the actual confirmation will not be complete until the end of the week. After consultation with Senate Majority Leader Senator Scott Flippo and Minority Leader Senator Keith Ingram, I, Jimmy Hickey, President Pro Tem, would like to make a motion to allow Mr. Colby Fulfer to take his seat on the Senate floor and attend all events as a current sitting senator with the exclusion of casting a vote until such time as the aforementioned confirmation and oath of office occurs. That’s my motion.

Hickey [01:40:33] Members, I was going to make a motion. As you all know, there’s a resolution that’s required if you’re going to try to file a non appropriation bill that it is actually filed today. So I was wanting to make a motion that we’d have an ending time within the Senate today for those resolutions to be filed. So I’d like to make a motion that 4:00 p.m. today will be the cutoff time for those filings.
Griffin [01:40:55] Any questions? All those in favor say aye. Opposed. No. I see five hands? All those in favor say aye. Opposed. Ayes have it. The motion’s carried.
Hickey [01:41:13] Just– may I continue just a little bit? Members, just to give you an idea, there has been some confusion about these resolutions. So I’m going to try my best to explain this. Mr. Cook, if I make any mistakes, you just jump up. OK, so as we know, these resolutions to file a non appropriation bill, they have to be done by today. And at this point, they have to be done by 4 o’clock.

Hickey [01:41:38] I really wish, I wish y’all would listen to me because I know you’ll be asking me if, if you don’t listen, on the phone. So here’s the thing, just because– if it’s filed, that doesn’t mean that it’s automatically put on the calendar. The member who actually filed the resolution, it’s going to be up to them when they want to calendar it. Now, the resolution allows a bill to actually be filed, which, as you all know, would require two thirds, two thirds on that. A bill has to be filed, appropriation or not appropriation, within 15 days of, of this session starting. So that resolution, in all actuality, I guess, if it could be, be ran and passed on the 14th day, then a bill could be filed, which it says filed, filed on the 15th day. Then at that point, it’s still going to be up to the member whether or not they want to calendar their bill or present their bill. So that’s kind of the process, the way that works. And if anybody has any questions on that, I’ll be, I’ll be proud to try to explain it further.
