Rice Thank you. Please bow with me. Father, we thank you for the day. We thank you for your mercies and grace, authority in this place. We are reminded that we are to put you first. Father, we ask for wisdom. We ask for guidance. Lord, we ask that you give us the right attitude and the right heart. Remind us that we are here to serve the people of Arkansas to do the best we can. Father, we just pray now for those in Ukraine. We pray for those other places across this world where people are oppressed, Father, those who want to live in peace. God help us all to desire that. Garner I need to ask leave for Staff Sergeant Robert Rayford and his beautiful wife, Shante. I met Robert when I came up here to speak at an army recruiting event, and he said, during my anniversary, I’d like to do a special event. I’d love to bring my wife to the Arkansas State Senate. So the day is their second wedding anniversary. Now we tell you how smart he is. He got married on the 29th of February, so he only has to pay for an anniversary gift every four years during leap year. Let’s give him a big round of applause and ask leave.

I’ll just say this, this to you as a whole. If you’ve got a hold on a bill and are trying to reconcile some differences with an agency, if you can go ahead and try to work through that. Again, we’re trying to draw this thing to a conclusion at some point soon, and that’s going to take getting these appropriation bills out or your issues resolved.
